Bukola Odoe is an accomplished legal professional and senior public servant, currently serving as the
Special Adviser to the Lagos State Governor on Public-Private Partnerships. She has led key initiatives
including the Smart Health Information Platform, the Red Line Metro Rail Project, and the Waste
Management and Processing Concession Agreement. Under her leadership, the Office of
Public-Private Partnerships has built strong collaborations between government and private sector
players, driving economic growth, improving infrastructure, and enhancing public services. Notably,
she has overseen landmark agreements such as the MoU with China Civil Engineering Construction
Corporation (CCECC) for the Lekki-Epe Link Bridge, Lekki-Epe International Airport, and the
68-kilometre Green Line Metro Rail Project.
With an extensive legal and international background, Bukola previously practiced as a commercial
law barrister in the United Kingdom and served as a Congressional Fellow in both the U.S. House of
Representatives and Senate. She is licensed to practice law in Nigeria, England & Wales, New York, as
well as the U.S. Supreme Court. Her expertise and dedication to public service continue to drive
innovative partnerships and sustainable development across Lagos State.
